Nanci S. Palmintere was Vice-President of Finance for Global Tax, Trade, and Site Selection at Intel Corporation, a Fortune 50 company and the world’s largest semiconductor manufacturer. Ms. Palmintere drove the worldwide site selection and governmental negotiation process for $35 Billion in capital expenditures for semiconductor (chip) manufacturing factories. In this capacity, Ms. Palmintere personally negotiated with numerous Prime Ministers and Presidents of countries around the globe. Her negotiations yielded the company multiple billions in governmental incentives including capital contributions, electricity subsidies, water allocations, land grants, educational grants & tax holidays. US Secretary of the Treasury Henry Paulson requested Ms. Palmintere join his Conference on Business Taxation and Global Competitiveness based on her expertise in Foreign Direct Investment (FDI) and competitiveness. In addition, she oversaw all of Intel Corporation’s worldwide tax planning & reporting, customs, and import/export licensing.
Upon retiring from Intel, Ms. Palmintere continues to work as an independent consultant to high technology boards, hedge funds, and venture capital firms.
An internationally honored executive with more than 30 years of high technology leadership, Ms. Palmintere has testified before the US Congress on retirement and pension reform policies.
Ms. Palmintere has been a frequent speaker on corporate competitiveness at many conferences including those sponsored by the national governments of Ireland, Costa Rica, China, Malaysia, & the Philippines and various financial, tax, and legal organizations throughout the United States.
She has been a member of the Board of Directors of the California Chamber of Commerce and Chairwoman of its Tax Committee; on the Board of Advisors (masthead) of the CCH Journal of Tax Practice & Procedure; and a board member of the Tax Council Policy Institute and the Tax Foundation.
Additionally, Ms. Palmintere served on the Executive Committee of the California State Bar Tax Section and is Chairwoman (emeritus) of its Corporate Tax Counsel Section. Ms. Palmintere further served on the National Tax Committee of the Financial Executives Institute, and is Chairwoman (emeritus) of Tax Council III of the Manufacturer’s Alliance for Productivity and Innovation (MAPI).
Ms. Palmintere was awarded the IRS Chief Operations Officer Award for helping the US Internal Revenue Service redesign its process for large corporate tax audits, resulting in enormous time savings both for corporations and the IRS.
Ms. Palmintere is a member of the President’s Council of Cornell Women (PCCW). She also served on the Dean’s Advisory Council of Cornell University’s School of Human Ecology.
Ms. Palmintere was raised near Boston. She earned a BS with Distinction from Cornell University, and a JD, Magna Cum Laude, from University of Santa Clara Law School. Ms. Palmintere resides in Henderson, NV with her husband.
